(If you're using something that isn't plain LaTeX, like LuaLaTeX or XeTeX, you will need to click on the little arrow next to "Build LaTeX project" to expand the options and and select a "recipe" that corresponds to what you're actually using. After installing LaTeX Workshop, you will see the TEX icon at the end of the left sidebar. "Build LaTeX project" is what actually compiles your LaTeX document, after you've written it, and once you've done that, "View PDF" will show you your output PDF - you can configure how you'd like that PDF to be displayed. The important pane for you is the Commands pane, and you probably most want the top two options, "Build LaTeX project" and "View PDF."
